Map voting system setup

We have been using rotations that are created by Shart, which features small, medium, and large rotations. If nobody votes, the settings chosen will be the first available on each selection page, since a tie goes to the first encountered. If nobody votes, it is a tie, with 0 votes cast, so the top map, gametype, and weapons choice, will be chosen.

Available maps for voting are a random subset of small, medium, and large rotations, with four stock maps, toujane, burgundy, trainstation (Kaen), and railyard (Stalingrad).

Since the number of maps was overwhelming it has been reduced to 10 maps.
It is better to be silent and be thought a fool, than to speak and remove all doubt.
